For Foucault, words show the field and the limits of the image; they constitute the voice of the image. Although this relationship is infinite, these languages - graphic and written - are irreducible; the impossibility of describing and in that description in words, supplying what is visually perceived is definitive. This relationship between written language and image makes interpretation possible as a meticulous work based on questions, "little by little lighting on" what is expressed. Taking as a basis the operations on cities of Tony Diaz’s project production process articulated with the analysis´s categories proposed by David Harvey for the case of Baltimore city in his text “Spaces of Hope” (Harvey, 2015). In that work he focuses on analyzing the relationship between capitalism and territories. He particularly points out the image adopted by cities that have become the object of real estate deals and financial speculation. The image of a city formatted according to the markets’ interests. This case of study is about the cities of Rosario, Province of Santa Fe, and Victoria, Province of Entre Ríos, Argentina. The construction of the 60 km bridge over Paraná River that joins them has generated a double connection between different scale and population size cities. On the one hand Rosario, an intermediate scale thriving city and on the other hand Victoria, a small city with an architectural-environmental heritage. From this road connection, project and urban operations are carried out driven by the market and canceling the value of the differences.
