Science and technology(S&T) evaluation is key to promote our S&T system reform, so it is of great significance to conduct quantitative analysis of S&T evaluation policy. In this paper, 44 scientific and technological evaluation policy texts issued by China from 1961 to 2022 are collected. The policy modeling consistency(PMC) index is calculated and the PMC surface graph is drawn to conduct quantitative evaluation of the policies. Among the 44 policies, 21 policies were rated as excellent and 23 policies as good. The excellent-level policy scores are high in policy evaluation, function, timeliness, tendency and incentive. The policy areas and contents are extensive, authoritative and released in the form of multi-agency cooperation. In the future, the S&T evaluation system can be improved from perfecting the S&T personnel evaluation management system, giving full play to the role of third-party independent evaluation institutions, attaching importance to the scientific research environment.
